Este cea mai \u00eenalt\u0103 \u0219osea din\u00a0<a title=\"Romania\" href=\"https:\/\/pe-harta.ro\"><strong>Rom\u00e2nia<\/strong><\/a>, av\u00e2nd punctul cel mai \u00eenalt \u00een Pasul Urdele (la 2.145\u00a0m). Drumul face leg\u0103tura \u00eentre ora\u0219ele\u00a0<a title=\"Novaci\" href=\"https:\/\/novaci-gj.pe-harta.ro\"><strong>Novaci<\/strong><\/a>\u00a0din\u00a0<strong><a title=\"judetul Gorj\" href=\"https:\/\/pe-harta.ro\/gorj\/\">jude\u021bul Gorj<\/a>\u00a0<\/strong>\u0219i\u00a0<strong><a title=\"Sebes\" href=\"https:\/\/sebes-ab.pe-harta.ro\">Sebe\u0219<\/a>\u00a0<\/strong>din\u00a0<a title=\"judetul Alba\" href=\"https:\/\/pe-harta.ro\/alba\/\"><strong>jude\u021bul Alba<\/strong><\/a>. Fiind un drum alpin, este \u00eenchis pe perioada\u00a0iernii.<\/p>\n<p><strong>Transalpina<\/strong> str\u0103bate patru jude\u021be &#8211; <a title=\"Gorj\" href=\"https:\/\/pe-harta.ro\/gorj\/\">Gorj<\/a>, <a title=\"Valcea\" href=\"https:\/\/pe-harta.ro\/valcea\/\">V\u00e2lcea<\/a>, <a title=\"Sibiu\" href=\"https:\/\/pe-harta.ro\/sibiu\/\">Sibiu<\/a>, <a title=\"Alba\" href=\"https:\/\/pe-harta.ro\/alba\/\">Alba<\/a> &#8211; travers\u00e2nd Mun\u021bii Par\u00e2ng de la sud la nord, altitudinea cea mai mare av\u00e2nd-o pe o por\u021biune de aproximativ 20 de km, \u00een <a title=\"judetul Valcea\" href=\"https:\/\/pe-harta.ro\/valcea\/\">jude\u021bul V\u00e2lcea<\/a>, unde se prezint\u0103 ca o &#8222;\u0219osea de creast\u0103&#8221;.<\/p>\n<p>Dac\u0103 la \u00eenceperea lucr\u0103rilor de modernizare, \u00een 2009, drumul dinspre <a title=\"Novaci\" href=\"https:\/\/novaci-gj.pe-harta.ro\">Novaci<\/a> era asfaltat numai p\u00e2n\u0103 la\u00a0R\u00e2nca\u00a0(1.600\u00a0m), acum drumul este asfaltat p\u00e2n\u0103 la\u00a0<a title=\"Sebes\" href=\"https:\/\/sebes-ab.pe-harta.ro\">Sebe\u0219<\/a>.<\/p>\n<p>\u00cenceputurile acestui drum sunt neclare. Unele surse sus\u021bin c\u0103 a fost construit prima dat\u0103 de legiunile romane \u00een timpul r\u0103zboaielor cu\u00a0dacii, motiv pentru care pe h\u0103r\u021bile de istorie este trecut sub denumirea de \u201ecoridorul IV strategic roman\u201d.<\/p>\n<p>Exist\u0103 \u0219i o legend\u0103 local\u0103, care spune c\u0103, la sf\u00e2r\u0219itul secolului XVIII \u0219i la \u00eenceputul secolului XIX, fiecare familie a participat la construirea unei por\u021biuni din acest drum, \u00een func\u021bie de posibilit\u0103\u021bile fizice \u0219i financiare ale sale.<\/p>\n<p>Potrivit altor surse, \u0219oseaua a fost construit\u0103 \u0219i pietruit\u0103 de germani \u00een timpul\u00a0Primului R\u0103zboi Mondial, din ra\u021biuni militare, \u00eens\u0103 a fost foarte pu\u021bin folosit\u0103.<\/p>\n<p>Cert este c\u0103 drumul, cunoscut ca &#8222;Poteca Dracului&#8221;, a fost ini\u021bial o potec\u0103 de munte, folosit\u0103 de c\u0103tre p\u0103storii din\u00a0M\u0103rginimea Sibiului\u00a0pentru a traversa mun\u021bii cu turmele de oi \u00een\u00a0\u021aara Rom\u00e2neasc\u0103.<\/p>\n<p>\u00cen lucrarea sa\u00a0<em>Istoria Olteniei supt austriaci (1718-1739)<\/em>, istoricul\u00a0Constantin C. Giurescu\u00a0arat\u0103 c\u0103 \u00eenc\u0103 din anul 1731 autorit\u0103\u021bile austriece propuneau construirea unui drum transcarpatic pe traseul vechiului drum de\u00a0transhuman\u021b\u0103\u00a0ce lega <a title=\"Transilvania\" href=\"https:\/\/pe-harta.ro\/obiectiveturistice\/?s=Transilvania\">Transilvania<\/a> de <a title=\"Oltenia\" href=\"https:\/\/pe-harta.ro\/obiectiveturistice\/?s=Oltenia\">Oltenia<\/a>.<\/p>\n<table border=\"0\">\n<tbody>\n<tr>\n<td>&nbsp;<\/p>\n<p>Av\u00e2nd \u00een vedere \u00eenv\u0103\u021b\u0103mintele din\u00a0Primul R\u0103zboi Mondial, regele\u00a0Carol al II-lea\u00a0a dorit s\u0103 aib\u0103 la dispozi\u021bie un drum strategic, pentru artileria montan\u0103, tras\u0103 de cai, care s\u0103 poat\u0103 fi parcurs de trupele care se mi\u0219cau \u00eentre Valahia \u0219i Transilvania.\u00a0Pentru stabilirea traseului drumului, primul-ministru\u00a0Gheorghe T\u0103t\u0103r\u0103scu\u00a0a plecat pe munte de la Novaci la Lotru, \u00eensotit de 20 de c\u0103l\u0103re\u021bi din Novaci, condu\u0219i de \u00eenv\u0103\u021b\u0103torul Ion D. Giurgiulan. \u00cen urma acestei ac\u021biuni, Gheorghe T\u0103t\u0103r\u0103scu a inaugurat lucr\u0103rile de construc\u021bie a drumului pe platoul Novaciului.<\/p>\n<p>Lucr\u0103rile de refacere decise de rege au avut loc \u00eenperioada 1934 &#8211; 1939. La inaugurarea drumului, \u00een anul 1939, a participat \u0219i regele Carol al II-lea, \u00eenso\u021bit de viitorul rege\u00a0Mihai I, precum \u0219i primul-ministru Gheorghe T\u0103t\u0103rescu \u0219i so\u021bia sa Arethia.<\/td>\n<td><script async src=\"\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js\"><\/script>\n\t<ins class=\"adsbygoogle\"\n\t\tstyle=\"display:inline-block;width:300px;height:250px\"\n\t\tdata-ad-client=\"ca-pub-2688604244699399\"\n\t\tdata-ad-slot=\"1470897263\"><\/ins>\n\t<script>\n\t(adsbygoogle = window.adsbygoogle || []).push({});\n\t<\/script><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Ace\u0219tia au parcurs \u00eentregul traseu al drumului la bordul unei ma\u0219ini de teren, la volan aflandu-se chiar regele Carol al II-lea.\u00a0Dup\u0103 inaugurare, drumul a fost cunoscut sub denumirea de\u00a0<em>Drumul Regal<\/em>\u00a0sau\u00a0<em>Drumul Regelui<\/em>, denumire ce a \u00eenlocuit denumirea popular\u0103 de\u00a0<em>Poteca Dracului<\/em>.<\/p>\n<p>Drumul a mai fost reabilitat \u00een timpul celui de-al Doilea R\u0103zboi Mondial, c\u00e2nd germanii aveau nevoie de aceast\u0103 cale de acces din motive militare. De atunci a fost foarte pu\u021bin \u00eentre\u021binut.<\/p>\n<p>Dup\u0103 revolu\u021bia din decembrie 1989 drumul nu a mai fost \u00eentre\u021binut, o parte a zidurilor de sprijin au fost desfiin\u021bate, piatra fiind sustras\u0103 \u0219i utilizat\u0103 la realizarea funda\u021biilor unor vile ce au fost construite la R\u00e2nca<span style=\"font-size: 11px;\">.<\/span><\/p>\n<p>\u00cen 2008, \u00een ultimele luni de mandat ale ministrului de atunci al Transporturilor,\u00a0Ludovic Orban,\u00a0Compania Na\u021bional\u0103 de Autostr\u0103zi \u0219i Drumuri Na\u021bionale din Rom\u00e2nia\u00a0(CNADNR) a decis s\u0103 scoat\u0103 la licita\u021bie reabilitarea DN 67 C. Lucr\u0103rile au \u00eenceput efectiv \u00een 2009, investi\u021bia licitat\u0103 ridic\u00e2ndu-se la 1.3 miliarde de lei.\u00a0\u0218oseaua a fost dat\u0103 par\u021bial \u00een circula\u021bie \u00een 2010.<\/p>\n<p>Agen\u021bia Na\u021bional\u0103 pentru Protec\u021bia Mediului\u00a0(ANPM) a confirmat c\u0103 lucr\u0103rile la \u0219oseaua <strong>Transalpina<\/strong> s-au derulat p\u00e2n\u0103 \u00een prezent \u00een lipsa unui acord de mediu din partea ANPM. De\u0219i a fost solicitat un acord de mediu, solicitarea a fost respins\u0103, \u00eentruc\u00e2t la acea dat\u0103 lucr\u0103rile au fost efectuate \u00een propor\u021bie de peste 80% \u0219i avizul nu mai poate fi emis, deoarece ar fi \u00eenc\u0103lcate prevederile Directivei Consiliului Uniunii Europene nr. 85\/337\/CEE. Respingerea cererii privind eliberarea retroactiv\u0103 a acordului de mediu \u00een octombrie 2011 a fost motivat\u0103 de Agen\u021bia Na\u021bional\u0103 pentru Protec\u021bia Mediului prin faptul c\u0103 avizul ar fi trebuit ob\u021binut \u00eenainte de \u00eenceperea lucr\u0103rilor de modernizare a \u0219oselei, demarate \u00een anul 2008, din cauz\u0103 c\u0103 \u0219oseaua <strong>Transalpina<\/strong> traverseaz\u0103 cinci\u00a0arii protejate.
